Don't try to fill the cups all at once. Use your lines to create funnels and ramps that manage the 'flow' of the sugar. Sometimes a slow, steady trickle is better than a massive flood that might miss the target.
In later levels (150+), the mechanic shifts to erasing. You start with a screen full of sugar and must carefully delete pre-placed lines to let the sugar fall. Precision is key here; erasing the wrong line can cause the sugar to get stuck.
