Don't wrap the rope at the top of the building. Focus on the lowest pillars you can reach. If you pull out the base, the entire structure will collapse under its own weight for a 100% score.

Use the money from your contracts to upgrade your engine and rope strength. A stronger engine allows you to pull through heavier concrete blocks without snapping the line.
You'll have to restart the level with a new strategy or upgrade your rope strength in the shop.
